2025 – When "Black Sea Petroleum" LLC initiated the large-scale construction of the Kulevi Oil Refinery, a primary challenge was ensuring a reliable supply of industrial water of appropriate quality from the Rioni River. Resolving this issue demanded a complex and innovative approach, including the development of a unified concept, engineering calculations, and the preparation of detailed technical and technological documentation. This framework was to serve as the baseline for system design and subsequent implementation.

VORTEX Water Engineering was the sole company to take responsibility for this project. Through the engineering design prepared by our company, Black Sea Petroleum secured government permits for both water abstraction and the discharge of treated wastewater into the Black Sea. These permits were granted under the strict condition that the water quality fully complies with the maximum permissible parameters defined by the Technical Regulations of Georgia.

The technological design of the system comprised the following stages:

  • Raw water intake;

  • Coagulation-flocculation;

  • Reduction of suspended solids and organic compounds;

  • Automated management of the water treatment facility via a SCADA system, eliminating the need for continuous operator intervention.

Within the scope of the project, we prepared complete technical documentation, including:

  • Water treatment technological design, hydraulic calculations, electrical engineering, and the SCADA project;

  • Structural calculations and designs for the pumping station building, reservoirs, and pipe discharge supports;

  • Topographic surveys (8 km), bathymetry, bill of quantities (BOQ), and the construction management plan (CMP).
